Abstract
การเลือกตั้งประธานาธิบดีของสหรัฐอเมริกานั้นประกอบด้วย 2 ส่วน หลักๆ กล่าวคือ 1) ส่วนแรกเป็นเรื่องของการเลือกตั้งขั้นต้นเพื่อหาตัวแทนของพรรคการเมืองในการลงสมัครรับ เลือกตั้งเพื่อชิงตำแหน่งประธานาธิบดีของสหรัฐอเมริกา ซึ่งเน้นที่การเปิดโอกาสให้ผู้มีสิทธิ์เลือกตั้งได้แสดง ความต้องการของตนว่าจะให้ใครเป็นตัวแทนของพรรคการเมืองที่ตนสนับสนุน ซึ่งเป็นวัฒนธรรมการมีส่วนร่วม ทางการเมืองที่สำคัญของสหรัฐอเมริกาเพราะกระบวนการนี้มิได้กำหนดไว้ในกฎหมายแต่ได้รับการพัฒนามาจน กลายเป็นระบบที่มีความเข้มแข็งและทำให้ประชาชนสามารถมีอำนาจเหนือกว่าผู้มีอิทธิพลภายในพรรค การเมืองได้จริง 2) ส่วนที่สอง คือ ส่วนของการเลือกตั้งประธานาธิบดีที่บัญญัติไว้ในรัฐธรรมนูญซึ่งการเลือกตั้ง ประธานาธิบดีของสหรัฐอเมริกาใช้ระบบการเลือกตั้งทางอ้อมโดยคณะผู้เลือกตั้ง อันส่งผลให้บางครั้งผู้สมัครชิง ตำแหน่งประธานาธิบดีที่มีคะแนนนิยมสูงกว่ากลับพ่ายแพ้ต่อการเลือกตั้งเนื่องจากได้รับคะแนนเสียงจากคณะ ผู้เลือกตั้งน้อยกว่า ดังเช่น กรณีของนายโดนัลด์ ทรัมป์ ในการเลือกตั้ง พ.ศ. 2559 แต่สิ่งนี้ก็สะท้อนถึง เอกลักษณ์ทางการเมืองของชาวอเมริกันและเป็นผลจากสภาพแวดล้อมทางการเมืองในช่วงเวลาของการร่าง รัฐธรรมนูญเมื่อกว่า 200 ปี ที่ผ่านมา อย่างไรก็ดี สิ่งสำคัญที่สุดที่สะท้อนออกมาจากการเลือกตั้งประธานาธิบดี สหรัฐอเมริกาก็คือ การยอมรับในผลของการเลือกตั้งและการยอมรับในกฎหมายเป็นรากฐานอันสำคัญของการ พัฒนาระบอบประชิปไตยให้ก้าวหน้าอย่างมั่นคง

Before the popular election, the ‘Primaries’ Political primaries have an important role in the presidential election process. A primary is a competition in which leading figures from the nation’s major political parties show how they might fare in a real presidential election. In these primaries, prominent candidates travel through many states, competing for votes within their own party. Hundreds of thousands of registered members cast their votes in this process to decide which of their party leaders will run in the actual presidential election. While primary elections are an important part of America’s culture of open political participation, they are not mandated by the Constitution or by federal or state law. Primaries are part of the historic development of a stable political system in the United States. They decentralize control from the hands of small groups of influential persons and spread power over much larger numbers of interested citizens.
