ItemA synopsis of the development of a framework of reference for english language education in Thailand (FRELE-TH)The purpose of this article is to address the need for a Framework of Reference for English Language Education in Thailand (FRELE-TH 2017) based on the Common Europe Framework of Reference for Languages (CEFR, 2001 2018) which was first introduced and practiced among the European countries. CEFR framework has been adopted into language education systems of the majority of Asian countries as well as other parts of the world. As English is the working language of the ASEAN Economic Community people can cross borders to fulfil their social, economic and educational needs. However many Thais do not have the proficiency in English to compete in terms of English, thus hindering their mobility within the ASEAN context. By looking at the basic principles that would benefit the English language teaching and learning in Thailand using FRELE-TH and understanding the difficulties when adopting and modifying CEFR ‘CAN Do’ approach might be a more realistic solution to improving the standard of English in the Thai education system.

ItemFactors affecting intention to E-learning systems in selected Universities in Phnom Penh, CambodiaThis research investigates factors influencing the intention to use e-learning systems in selected universities in Phnom Penh, Cambodia. The conceptual framework has been developed by adopting previous theoretical studies and research models of the modified unified theory of acceptance and use of technology (UTAUT2). Five hundred questionnaires were collected from undergraduate students through Google form survey with universities’ administration assistance. Multi-stage sampling was used: the first stage is stratified random sampling followed by purposive sampling. Collected data were analyzed using the Structural Equation Model (SEM) and Confirmatory Factor Analysis (CFA) to confirm the model fit and hypothesis testing. The findings showed that performance expectancy, effort expectancy and self-efficacy did not have any influence on behavioral intention. However, social influence had the strongest influence on behavioral intention to use e-learning systems, followed by facilitating conditions. Moreover, facilitating conditions and behavioral intention had a significant influence on use behavior of e-learning systems. This study provided theoretical implications for researchers related to technology adoption and information for training institutions, universities, schools and academic staff on issues they need to focus on when they wish to launch any new system or online services.

Secondly, behavioral changes of civil servants were measured using ODI. The study uses the Servant Leadership Model by van Dierendonck and Nuijten (2011) for conceptualization of behavioral changes. Research instruments employed both qualitative and quantitative methods to test the hypotheses at the pre- and post-ODI stages. Servant Leadership was the dependent variable tested. Self-interest and Servant Attitude are independent variables that measured the effects on the Servant Leadership characteristics. The study sample consisted of civil servants (n=70). Quantitative data were analyzed by paired sample t-test and multiple regression. Content analysis was used for qualitative data obtained from interviews. The research findings revealed the civil servant problems and public administration bureaucracy problems that influence behavior and attitude of civil servant. Recommendations for changes included (i) change of “I” vs. “Them” attitudes and behaviors and (ii) cultural change from administrator to service provider. ItemEnglish-plus or english-only: the affordances and constraints of reading using translanguaging among Chinese students at a private UniversityPrivate higher education plays a vital role in its transition to a knowledge society. However, it is also facing a challenge to mitigate the local tension between access, equity, and quality. Recently, translanguaging as pedagogy has emerged in an emancipatory manner for teachers in English medium instruction contexts, like the Chinese private university, where the students are not able to perform in English-only classrooms. However, although pedagogical translanguaging in English reading is acknowledged by bilingual educators, we have little knowledge about the students’ attitudes toward it. Students are the real actors of translanguaging practices. Their attitudes and stances are decisive to their further application of this translanguaging approach. The study aims to explore Chinese private university students’ attitudes toward pedagogical translanguaging as a classroom norm in an English reading classroom. The data were collected through two debriefing interviews before and after translanguaging as intervention. A thematic analysis of the affordances and constraints was carried out to examine their perceptions about translanguaging. The findings showed that translanguaging practices among Chinese private university students have not been completely independent of monolingual ideology. Yet their appreciation of translanguaging informed the possibility of fortifying translanguaging awareness and thus establishing an ecological and democratic translanguaging classroom.
